I have a briggs and stratton 15.5 ohv, model# 28n707, type 0171. I replaced the flywheel gear (broken teeth). It would not start afterwards. I took the flywheel back off and found that the flywheel key was sheared. I replaced the key and it sheared again on the first crank. There is nothing connected to the engine belt wise I took them all off. I noticed that when I turn the engine pully by hand that I have a spot that binds up what could cause this binding? I'm pretty sure that is what is causing the key to shear.
